Electrician forgot to connect earth wire to the
floor heat. It was
hanging out at the rear of the wall
behind the
junction.
Floor heat contractor reversed connections on the
heater because there was a fault in the insulation in
active floor heat
junction
in the floor. This allowed
heater to work but with
current
returning in the
earth wire.

service like here but this had birds nest as well.
